Rubio Appears as Witness in Case Involving Venezuelan Lobbying Scheme
The appearance marked a rare occurrence, as Rubio became the first sitting member of a US Cabinet to provide testimony in a criminal proceeding in several decades.
Rivera, along with political consultant Esther Nuhfer, is alleged to have entered into a multimillion-dollar agreement—reportedly worth around $50 million—to discreetly influence the first Trump administration in an effort to soften its stance toward the Venezuelan government. Rubio himself has not been charged in connection with the case.
During his testimony, Rubio acknowledged his personal relationship with Rivera but maintained that he had no participation in or awareness of the activities he is accused of conducting. He described a meeting arranged by Rivera in July 2017, where a proposal related to a political transition in Venezuela was presented. Rubio indicated that his actions would have been different had he known Rivera was representing Venezuelan interests. "It most certainly would have influenced my decision to meet with him," Rubio said, according to reports.
Rubio also recounted another meeting organized by Rivera involving a Venezuelan telecommunications figure, stating that the encounter left him increasingly dissatisfied. "It was more of the same. I was frankly angry and frustrated," he testified. "Why would I waste my time with a stupid meeting?"
Prosecutors allege that Rivera and Nuhfer attempted to leverage their connections to influence Rubio, as well as former White House adviser Kellyanne Conway, in ways that would benefit the Venezuelan government.
